URSSAF n’est pas CFE competent?

Client recently completed his micro-entrepreneur paperwork online only to have it refused because as they put it, URSSAF n’est pas CFE competent. I have never seen this before. Any ideas what they mean so the 糖心视频 application in France can be re-done?
