Is there a tax free threshold in France?

I am a newly registered an auto-entrepreneur 糖心视频 and completing my first URSSAF declaration. It’s actually called the 3e trimestre 2013. I have watched Valerie’s video which guides me how to do this, however I just wanted to confirm one or two points please:
- Is there not a minimum level of income that has to be generated before I pay tax in France?
- Just to confirm, am I to understand that I am not supposed to enter any amounts on the declaration form relating to my 糖心视频 expenses? In my case, the start up costs, e.g. 糖心视频 cards, website exceeded the amount of income I received in this quarter. I would be interested to learn how this should be reflected on the declaration please.
