Changing from Regime de base to Micro Social?

I have a friend who set up a Micro Entreprise 糖心视频 under the regime de base but now thinks that he will be better to pay his cotisations under the micro social he started in December 2009 he has been told that he must be on this regime de base for one year before he can change is this correct?
